My mission: ALL dogs should be on a lead or wear a muzzle when in public places 
I admit that this started off as a personal mission since my West Highland Terrier, Monty, has been attacked in our local park by an alsatian, a labrador, two rottweillers and a mongrel. * None of which are classed as 'Dangerous Dogs'. * None of which were on a lead. * None of which were wearing a muzzle.
I sincerely believe that he would not have suffered any injuries if the other dogs had been on the lead or been wearing a muzzle.
Parents also fear for the safety of their children when their are large dogs roaming freely around the park.
Cyclists and joggers are frequently approached by bounding dogs. The dog appears to be unattended but you can't be sure if it's friendly or ready to take a chunk out of your calf..
Seriously, are there any real reasons why responsible dog owners would oppose this?
